Tennessee’s 1st Congressional District covers the northeast corner of the state, stretching from the Virginia border south through the Great Smoky Mountains. The district includes the Tri-Cities metro area (Johnson City, Kingsport, and Bristol), along with Greeneville, Morristown, and parts of Sevier County near Gatlinburg. It encompasses all of Carter, Cocke, Greene, Hamblen, Hancock, Hawkins, Johnson, Sullivan, Unicoi, and Washington counties, plus portions of Jefferson and Sevier counties.
With a Cook Partisan Voting Index of R+29, this is the most Republican district in Tennessee and one of the most conservative in the entire country. Republicans have held this seat continuously since 1881.

Diana Harshbarger is a pharmacist, businesswoman, and the first woman to represent Tennessee’s 1st District. Born and raised in Kingsport, she was the first person in her family to graduate from high school. She went on to attend East Tennessee State University before earning her Doctor of Pharmacy from Mercer University in Atlanta.
Before entering politics, Harshbarger spent more than three decades as a licensed pharmacist. She and her husband Bob own and operate Premier Pharmacy, a compounding pharmacy in the Tri-Cities region. She was first elected in 2020 and won reelection in both 2022 and 2024, most recently with 78.1% of the vote.
Harshbarger is a member of the Freedom Caucus and the Republican Study Committee. She is the only woman in Tennessee’s congressional delegation.
